TRACY KENPO KARATE SENIOR ADVISORY COUNCIL
ORGANIZATIONAL PROTOCOLS 2018

- COUNCIL MISSION:
“The mission of the Senior Advisory Council is to perpetuate, preserve, protect, and pass on the integrity and true heritage of the complete system that exists in Tracy’s Kenpo Karate as it was designed and developed by Great Grand Master Al Tracy.

IIa. Legitimate Officers of Tracy’s Kenpo Karate
Al Tracy: The Great Grand Master and founder of this system passed away on October 31, 2017 (RIP). His wishes were specific for this organization. His son Mark and widow Pat were to continue running the business as normal with no changes. Al created the Grand Master Advisory Council specifically to ensure this organization had the best support and was properly maintained. The council was to act as a safeguard against any individual or entity tying to take control over this organization. The duties of the senior include that senior rank promotions were protected, legitimate, and properly maintained. (Reference NEWSFLASH, Summer Edition volume 11).
Pat Tracy: Is the sole chief operating officer of Tracy’s Kenpo Karate (CEO) and handles the business operations on this organization. Therefore, Pat Tracy, in the passing of her husband Great Grand Master Alva Tracy; is recognized as the sole legal inheritor of all facets of the Tracy System of Kenpo Karate as of October 31, 2017. Her legal ownership of this organization includes exclusive control, management of all special and routine operations, physical property, and historic intellectual property.
Mark Tracy: Has departed by his own volition from this organization to create his own. Mark has his own vision of how this organization was to be managed. His vision did not meet the criteria of the vision his father had decreed or the directives passed to his elected Advisory council. (Newsflash, volume 11: Summer Edition). Therefore, Mark has left this organization to pursue his own vision and we wish him the best of luck. Let it be known that Mark has thus severed all legal connections or discourse with this organization including the Grand Master Advisory Council.
IIb. Members of the Senior Advisory Council
The Senior Advisory Council: Currently this council is made up of ten members personally selected by Great Grand Master Al Tracy in 2017. These “charter” members chosen for this council are: Ted Sumner, Greg Mattson, Becky Mornar, Roger Greene, Bart Vale, Ray Arquilla, Jefferson Davis, Mark Miller, and Darryl Pinto. The tenth member selected for this council was Tim Golby. However, he was voted off the Senior Advisory Board by unanimous vote for non-participation at the council meeting of April 14, 2018. The number of Senior Advisory Members stands at six until any further notice. Greg Mattson and Becky Mornar resigned and Roger Greene passed away.
IIc. Types of Members
Charter Members:
Pat Tracy and Mark Tracy are non-members of the advisory council per the guidelines set forth by Al Tracy. The council is wholly independent in its decision-making ability and process regarding the affairs of Tracy’s Kenpo Karate. All decisions made by the council will be given to Pat Tracy to be approved or rejected. The council works with Pat Tracy in guiding and helping her to accomplish the positive goals of this organization. In medieval terms, this council serve as her “Hand!”
A “Charter Member” is defined as being personally invited to serve as a member of this council by Al Tracy created on August 13, 2017. Legal and rightful ownership includes all records,

Future Members:
A “Future Member” of the Tracy’s Kenpo Grand Master Advisory council is defined as one who was elected to the council by two thirds vote of members to fill a vacancy existing by either a charter or future member who has (1) voluntarily retires his position, (2) passes away, or (3) has been voted off the board for non-participation by a majority vote.
Requirements Expected of Future Members:
- Grand Master Rank- JUDAN (10th Dan)
- Must be a minimum of sixty years of age.
- Historical biography with photo on file at national headquarters.
- Receive a 4/5’s vote of the council to become member.
- Must sign a letter of agreement to the rules, ethics, and honor code governing membership on the Senior Advisory Council.

- EXPECTATIONS OF COUNCIL MEMBERS
- All Members will be present at all planned meeting on the calendar. Unless there is a major problem such as a disaster than prevents members from communicating by conference call or attendance.
- All members will conduct themselves in a respectful manner with all other members (agree to disagree).
- Participation must be 100% by accepted modes contained I this document.
- All discussions, dealings, and decisions are exclusively private! All communications of the conduct and dealings within our meetings will be made public by quorum vote.
- Each council member will sign an agreement of participation outlining participation and expectations on file as the requirement for a clear understanding of duties.
- COUNCIL MEETINGS
- Council Meetings will be three times per year depending on the agenda. More can be added if needed.
- Council meetings should be designed around instructor and student training camps.
- Locations for these Super camps can in held in Chicago, Cincinnati, St. Louis, Miami, San Jose or other locations as decided on.
- All council meetings with super camps MUST be put on the agenda in the previous calendar year for planning and advertising purposes.
- Pat Tracy may attend as requested.
- COUNCIL MEETING PROCEDURES
Philosophy: The “Hand” of the council supports and motivates the positive conduct and growth of the Tracy’s Kenpo Karate System and member schools in the continuance as envisioned by Great Grand Master Al Tracy.
Procedures: The purpose of the Grand Master Advisory Council is to (1) Conduct a continuous review of events as they relate to the organization. (2) Discuss procedures and any changes in the operations to further support/enhance it. (3) Vote and amend any changes. (4) Make all changes or actions public domain to membership. (5) The last part of every meeting will be open for attendance by general membership to hear of any concerns or decisions passed by the council. It is also an open discussion forum.
LEADERSHIP: We of the council are both leaders and followers. However, a council chair needs to be elected based on seniority for a tenure of one year. When his or her tenure ends, then the next chair will be assigned to this position based on the same procedure of seniority of rank. This will continue in the full circle of council membership!
AGENDAS AND MINUTES: A secretary rather than a member needs to be present to record the minutes of our three annual general meetings. The use of this recorder will free up all council members to engage in the business of the meetings. At the conclusion of the meeting the minutes reflect (1) Members physically present, on conference call, or absent. (2) Bullet the topics discussed (3) Bullet the topics voted on and passed or declined. (4) This minutes must be copied to a file set up on the council exclusive website for the record. (5) Copy of these minutes will then be distributed to the public membership via our websites. (6) copy of the minutes can also be sent to each council member via email.
DECISION-MAKING: (1) A vote of all members of the council is necessary in voting on all decisions. (2) A decision will pass by a majority vote only (five of nine votes). (3) Any passed decision can be brought up for a new vote of it is decided that the decision passed previously was producing other than an expected outcome. (4) all voted decisions be they “yay” or Nay” will be made public in the minutes of the meeting. (5) The one exception to a majority vote is in a unanimous vote in the expulsion and addition of members to the board.
- DISCIPLINARY PROCEDURES:
Council Members: (a) Absent without communication (b) Reprehensible personal or criminal conduct outside of the organization. This includes same conduct at meetings.
Action: Being absent without communication First offense: Letter of reprimand on file and to individual. Second offense: Vote to remove.
Action: Reprehensible personal or criminal conduct: Vote to remove member (Depending on the infraction).
Member Schools and Members of the organization: This covers a wide variety of offenses that cover activities that are construed as (1) criminal under the law, (2) detrimental to the image and organization of Tracy’s Kenpo Karate. Procedures of discipline of these problems would be on a case by case basis after discovery of all evidence related to any infraction is complete.
- LEAVING THE COUNCIL
There are three (3) ways to leave membership on this council. (1) Voluntary withdrawal due to illness or personal reasons, (2) Death, (3) Failure to participate at all planned meetings including conduct issues. If a member cannot be present in attendance due to a serious reason then it is expected that he/she will participle via phone conference call. There are no exceptions except for some unforeseen serious disaster that would prevent any communication by being present or a conference call.
- MAINTENANCE/INTEGRITY OF SYSTEM & MATERIAL
ARCHIVES, HISTORY, AND WRITTEN MATERIAL: The archives, history, manuals, other written material, videos are exclusive copyrighted property of Pat Tracy. The council will ensure via Pat Tracy that all of this is secure and protected. Anyone illegally using, copying, or selling said material will be subject to review by this board and legal action if necessary.
ARTWORK AND DIGETAL MEDIA: Same application as above materials.
REQUIREMENTS OF MEMBER SCHOOLS:
- Must teach the Tracy’s Kenpo Karate System (Reference the Tracy’s curriculum system)
- Pay an annual certification fee for official membership certificate to the national headquarters per Pat Tracy to be posted in your school.
- Display the name and logo of Tracy’s Kenpo Karate.
- Attendance of instructors at least one super camp per year (or more)
REQUIREMENTS FOR SCHOOLS SEEKING MEMBERSHIP IN THIS ORGANIZATION:
Any school and sensei seeking to join the Tracy’s Kenpo organization must send a full biography and business portfolio to Pat Tracy at the national headquarters. This will be reviewed in council meeting. Your presence would be greatly desired. Once we decide to make you part of our family, then all the rules that apply to a regular member school will apply to you.
REQUIREMENTS FOR PROMOTIONS:
As of May 2018, all promotions to SHODAN and above will also receive with their diplomas, a signed letter by the Grand Master Advisory Council attesting to the validity and acceptance of the promotion by the national headquarters. We will also sign certificates.
Grand Master rank JUDAN (10TH DAN) are exclusively approved by the council by a majority vote. This procedure comes directly from the decree of GGM Al Tracy. No other promotions to these ranks in the Tracy System will be recognized after October 31, 2017. Any and all promotions to all black belt ranks under Mark Tracy will not be recorded or recognized at the national. Any promotions to KUDAN or JUDAN will also not be recognized by the national. Mark Tracy’s Kenpo organization is completely independent of Tracy’s Kenpo Karate National Headquarters and the Senior Advisory Council.
- COUNCIL EMBLEM
Proposal: It will be a circle the size of the GOE patch. On the top would be the Kenpo Hands and below would be the trademark “T and Dragon” logo. In the circle around it would say Tracy’s Kenpo Karate (top) and Senior Advisory Council” on the bottom. Below this would be the year 2017 signifying the passing of Al and the start of this council. The “T and dragon” should be in Red and yellow and he Hands and circle different. The square should be Black as symbolizing the color of our uniforms. The top: “Tracy’s Kenpo Karate” and bottom “The Senior Advisory Council.”

Gathering of Eagles and Hall of Fame:
The council in conjunction with Pat Tracy shall decide the agree on the venue for these events. All individuals considered for induction into the Kenpo Hall of Fame will be reviewed and approved by the council. (This part is currently under construction.)
